I have a couple of issues with his argument. He's not actually naked, he's wearing shoes/boots and a hat. So from a practical point of view he realizes that being totally naked is not an option. From a practical point of view as well, its not a good idea to have everything swinging free in the breeze as it were. A fig leaf sized covering would keep the authority's happy and keep him happy as well I would imagine!
